There could be several reasons. I would guess the main reason is probably cost. Black and Decker does carry one of the least expensive brands of reciprocating saws on the market.
There are some that are cheaper...but when I say cheaper I do mean cheaper. You really do get what you pay for.
At least with Black and Decker you do have a recognizable brand name behind you.
By looking at a few different models offered by Black and Decker you will be better able to make a sound decision on which one is best for your cutting needs.

As you can see above each Black and Decker reciprocating saw listed has just about the same specifications and features.
Of course one has less amperage than the other two so that may make a difference in power...although not by much.
You can obviously see the price differences between the three as well.
Keep in mind that Black and Decker does have a 2 year warranty on their saws as well and they are a recognized name in power tools.
Soooo...our conclusion?....I firmly believe that the type and quality of blade that you use in this type of saw makes all the difference in the world.
If you intend on buying an inexpensive reciprocating saw to save some money...at the very least use that savings on purchasing some good blades...it will make your work much easier to handle.
Black and Decker reciprocating saws can be found in may retail locations such as Walmart, Lowes, The Home Depot and several other home improvement stores.
You can also purchase them online at Amazon and Ebay for starters...not to mention several other online tool stores.
Do a comparison shopping search and you should be able to come up with some great pricing.
